Get a Samsung. Its android, so its got the most app support, not as expensive as a Surface or iPad and I think it has Photoshop in it, and the surface on it’s designed by Wacom or something.
The Surface Pro is nice, but be warned that a lot of drawing programs don’t read the pressure...
